PCE for PSP v0.83a6

Almost a month since the last release, the Japanese coder 汁ダークreleases an update of PCE for PSP, the emulator for PSP  that emnulates the PC Engine/TurboGrafx-16, 8bit console produced by NEC in the late '80s. This update brings the homebrew version 0.83a6.
