WADder 3.0

Xuzz (icefire) updated his controversial PC tool to version 3.0.

Features:
- BNS sound, must use WAV input at 32-44.1khz, mono only. Everyone thank megazig, even marcan's was nowhere near this good.
- Everything in WADder 2.x (mostly)
- Standalone, portable exe by default
- Better GUI
- No dependencies on almost anything -- this may even run on Windows 95!
- Based on Wii.py
- Most errors provide helpful error dialogs, based on the particular issue
- Crashes give a nice alert with a log to post on the forum for me
- Progress bars while doing most loading
- No installer
